The Institute is hiring a Programme Associate to work closely with TFGI Programme Director and Programme Fellow to develop policy insights, manage project deliverables, and facilitate stakeholder engagement.

Scope of work

  • To work closely with the Programme Director and Programme Fellow to design and execute programmes that produce research and knowledge products, including research reports, policy briefs, white papers, and stakeholder engagement activities.
  • To support thought leadership initiatives on topics related to digital transformation and economic development, ensuring outputs are timely and relevant.
  • To coordinate stakeholder engagement activities, including regional roundtables, policy dialogues, and workshops, to facilitate knowledge exchange and collaboration.
  • To manage project timelines, deliverables, and budgets, ensuring alignment with TFGI’s mission and objectives.
  • To independently produce and manage high-quality research and knowledge products to deliver on the Institute’s mission of raising understanding of issues and informing policy so that the promise of technology and the digital economy may be leveraged to advance inclusive and sustainable growth in SE Asia.
  • To support the Programme Director and Fellow in data collection, analysis, and synthesis to support the development of research-informed insights and publications.
  • To support project administration, documentation, and budget management.
  • To support the team in conceptualising and proposing new research programmes.
  • To support the programmes team in drafting policy briefs and documents related to events of the Institute.
  • To fulfil any other duties as may be assigned from time to time to for the organisation.

Qualifications

At least 3 years of experience conceptualising, designing and executing research programmes in universities, research institutions, government, private companies, management consulting, or other relevant organisations.

  • Masters’ degree or the equivalent combination of education and experience with a background in Law / Political Science / Economics / Business / Public Policy.
  • Existing publication record or industry experience of data-driven analyses for policy insight is an advantage.
  • Research experience in an area relevant to technology policies in Southeast Asia is preferred.
  • Demonstrated ability to generate and evaluate research and policy options, including:
    • Knowledge and experience with designing and implementing data-driven research methodologies.
    • Comprehensively review and analyse academic literature based on methodical and replicable search strategies.
    • Ability to interpret and synthesise data sets, draw inferences, and arrive at conclusions for publication.
    • Strong quantitative policy analysis skills, with ability to apply robust quantitative methods (including data exploration, econometric modelling and data visualisation) to interpret, describe and publish original research pertaining to policy questions.
  • Ability to engage key stakeholders in the regulatory landscape to build relevance for the work of the Institute.
  • Ability to work independently with minimal supervision to meet deadlines and produce high quality results in an environment with competing priorities and deadlines.
  • Strong problem solving and analytical skills, with ability to apply multi-disciplinary approach in policy analysis, utilising frameworks and tools from a range of disciplines such as economics, law and statistics.
  • Strong written, verbal and interpersonal communication skills.
  • Strong planning, coordination and project management skills.

The Tech for Good Institute (TFGI) is looking to engage Programme Fellows to work closely with the Programme Director to build the reputation of the Tech for Good Institute for evidence-driven, balanced and policy relevant work that is best-in-class in terms of originality, significance and rigour, to make a positive impact in Southeast Asia. A Programme Fellow is expected to initiate, lead and undertake research programmes to deliver on the Institute’s mission of raising understanding of issues and informing policy so that the promise of technology and the digital economy may be leveraged to advance inclusive and sustainable growth in the region. This role will contribute to high-quality research outputs (e.g., reports, case studies, policy briefs) and multi-stakeholder engagement activities (e.g., roundtables, policy dialogues, and conferences.

The ideal candidate is an experienced policy researcher and project manager with expertise in one or more tech policy areas such as the digital economy, digital public goods, future of work, inclusion and emerging technologies. A Programme Fellow should be comfortable leading research-based initiatives while also managing discussion-driven workstreams that translate insights into actionable recommendations for policymakers, businesses, and academic institutions.

Scope of Work:

  • To independently lead and execute research initiatives on digital transformation, economic development, and technology governance in Southeast Asia, designing each initiative balancing research and engagement with the appropriate research methodologies and approaches.
  • To produce high-quality, evidence-based research outputs and policy recommendations, including reports, policy briefs, case studies, and event notes, ensuring relevance to policymakers and industry stakeholders.
  • To organise and facilitate stakeholder engagements, such as regional roundtables, expert dialogues, and conferences, to refine insights and inform policy discussions.
  • To synthesise research findings into actionable recommendations that support regulatory innovation, workforce transformation, and public-private collaboration.
  • To engage with external partners (government agencies, businesses, think tanks, and academic institutions) to gather insights and co-create knowledge products.
  • To monitor emerging regulatory and economic trends in the region, providing timely analysis on key developments.
  • To manage project timelines, budgets, and deliverables, ensuring alignment with TFGI’s strategic priorities.
  • To mentor and provide guidance to Programme Associates and interns working across research and engagement workstreams.

Qualifications:

  • Advanced degree (Master’s or PhD) in Public Policy, Economics, Law, Business, or a related field.
  • At least 5 years of experience in policy research, workforce development, digital economy, or related fields, with a strong focus on Southeast Asia.
  • Proven track record of leading research projects and producing impactful knowledge products.
  • Strong stakeholder engagement skills, with experience working across government, private sector, and academia.
  • Ability to translate research insights into clear, actionable policy recommendations.
  • Expertise in qualitative research, including case studies and regulatory analysis, as well as quantitative research methodologies.
  • Deep understanding of technology policy, economic development, and governance challenges in Southeast Asia.
  • Proficiency in English (written and spoken); additional Southeast Asian languages are an advantage.
  • Ability to work effectively across time zones within Southeast Asian working hours (UTC +7 or +8).

Contract Details:

  • Type of Contract: Consultant (12 months, with the possibility of extension).
  • Location: Remote, preferably based in Southeast Asia.

The Business Controller and Corporate Services Manager (BC) is a pivotal role within TFGI, supporting all teams in making informed decisions to achieve TFGI’s objectives. Specifically, this role requires a strategic mindset, business partnering and hands-on management across Finance, HR, Governance and operational functions to support the Institute’s growth and day-to-day operations. 

The ideal candidate is a team player and great collaborator, with a strong commitment to TFGI’s evolution and success. The candidate must be a self-starter with good problem-solving skills, as well as a team player who enjoys mentoring and learning from colleagues. Strong communication, detailed organisation and ability to multitask with excellent time management skills will enable success in this role. Experience in managing multiple outsourced service providers is a must, with excellent written and oral communication skills.

This is a remote role and travel within Southeast Asia may be required. The post is offered as a one-year contract on a consultant basis, with the possibility of extension for the right candidate.

Key responsibilities:

Finance

  • Budgeting and Strategic Planning: Co-lead the Institute’s annual budgeting and quarterly reforecasting processes, Lead the monthly financial reviews
  • Business Partnering: Consult with teams by providing the financial views for project plans, objectives and key results (OKRs) and process development.
  • Statutory Reporting and Compliance: Annual statutory audit, timely statutory reporting, ensure compliance with accounting standards and regulatory requirements including the conducting of annual reviews to update and improve processes for greater efficiency. Consult with Auditors, Bankers and collaborate with external corporate secretarial agents to meet XBRL and ACRA filing requirements. Management and Donor Reporting
  • Finalising and presenting financial information, accounts and budgets to key stakeholders, including major funders and the Board of Directors.
  • Treasury and Accounting Operations: Oversee the TFGI’s daily finance and accounting operations, cash flow management, analyse expenditures for cost efficiency.
  • Tax planning and compliance: Work with TFGI’s tax advisor to ensure timely computation and corporate tax filings.
  • Insurance: Ensure appropriate coverage for the Institute

Human Resources

  • Manage human resource operations and human capital management. The team comprises SG and non-SG based team members on secondment, full time, part time, temporary and intern arrangements.
  • Manage human resource agencies to fulfil the Institute’s human resource needs.
  • In future, oversee SG payroll processing, CPF submissions, and annual IR8A filings for a team of fewer than 10 employees, including Singaporean, PR, and Employment Pass holders.
  • Manage recruitment, onboarding and offboarding processes in partnership with hiring managers
  • Oversee Performance Management, Team Engagement and other HR requirements.

Governance and General Office Management

  • Support corporate secretarial function and act as Board Secretariat
  • Manage governance and internal control, ensuring that policies are fit for purpose and operationalised. This also includes leading process improvement initiatives, analysing business processes, identifying process improvements and developing controls to improve efficiency.
  • Support business development, sponsorship management, and grant applications, including performing Know Your Customer (KYC) checks, as needed
  • Serve as the Data Protection Officer (DPO), ensuring compliance with the Personal Data Protection Act (PDPA) ensuring organization-wide adoption
  • Oversee the preparation of Annual Reports, Donor Reports
  • Consult with Lawyers, Corporate Secretary and external stakeholders.
  • Complete ad-hoc government surveys and statistics reporting.
  • Administer corporate passes and manage related processes.
  • Collaborate with donor on office workspace, IT and other services in kind as required.

Qualifications and Experience

  • Bachelor’s degree in Accounting, Finance, or related field
  • Professional Accounting Qualification (e.g., CPA, ACCA, or equivalent), while not mandatory, it would be highly beneficial
  • >10+ years of work experience, ideally in an SME or non-profit in which agility and multitasking across disciplines was standard practice.
  • Excellent business partnering, communication and stakeholder management skills, with the ability to work collaboratively across geographically-dispersed teams.

Mouna Aouri

Programme Fellow

Mouna Aouri is an Institute Fellow at the Tech For Good Institute. As a social entrepreneur, impact investor, and engineer, her experience spans over two decades in the MENA region, South East Asia, and Japan. She is founder of Woomentum, a Singapore-based platform dedicated to supporting women entrepreneurs in APAC through skill development and access to growth capital through strategic collaborations with corporate entities, investors and government partners.

Dr Ming Tan

Founding Executive Director

Dr Ming Tan is founding Executive Director for the Tech for Good Institute, a non-profit founded to catalyse research and collaboration on social, economic and policy trends accelerated by the digital economy in Southeast Asia. She is concurrently a Senior Fellow at the Centre for Governance and Sustainability at the National University of Singapore and Advisor to the Founder of the COMO Group, a Singaporean portfolio of lifestyle companies operating in 15 countries worldwide.  Her research interests lie at the intersection of technology, business and society, including sustainability and innovation.

 

Ming was previously Managing Director of IPOS International, part of the Intellectual Property Office of Singapore, which supports Singapore’s future growth as a global innovation hub for intellectual property creation, commercialisation and management. Prior to joining the public sector, she was Head of Stewardship of the COMO Group and the founding Executive Director of COMO Foundation, a grantmaker focused on gender equity that has served over 47 million women and girls since 2003.

 

As a company director, she lends brand and strategic guidance to several companies within the COMO Group. Ming also serves as a Council Member of the Council for Board Diversity, on the boards of COMO Foundation and Singapore Network Information Centre (SGNIC), and on the Digital and Technology Advisory Panel for Esplanade–Theatres on the Bay, Singapore’s national performing arts centre.

 

In the non-profit, educational and government spheres, Ming is a director of COMO Foundation and Singapore Network Information Centre (SGNIC) and chairs the Asia Advisory board for Swiss hospitality business and management school EHL. She also serves on  the Council for Board Diversity and the Digital and Technology Advisory Panel for Esplanade–Theatres on the Bay, Singapore’s national performing arts centre.

 

Ming was educated in Singapore, the United States, and England. She obtained her bachelor’s and master’s degrees from Stanford University and her doctorate from Oxford.
