Between 2024 and the first half of 2026, Southeast Asia’s six leading digital economies – Indonesia, Malaysia, Philippines, Singapore, Thailand and Vietnam (SEA-6) – shifted from designing tech governance frameworks towards putting them into practice.
Across the SEA-6, governments are converging on three priorities: AI governance, cybersecurity and data protection, and digital platform regulation. However, they differ in the pace, depth and approach of implementation.
Drawing from Tech for Good Institute’s The Evolution of Tech Governance in Southeast Asia-6 initiative, this infographic follows policy and regulatory developments over the years. This is not meant to be exhaustive, but offers specific instances of how Southeast Asia is moving from frameworks to implementation.
The developments are grouped into three stages:
- Framework: Sets policy direction, establishes principles and proposes rules.
- Formalisation: Adopts laws, assigns institutional mandates and establishes governance mechanisms.
- Implementation: Applies the rules in practice and updates them as needed.
